Amazon DSP Audience Strategy: Shopper Signals, In-Market and First-Party Data

Programmatic Advertising

Amazon's audience advantage is not a single segment. It is the ability to combine shopper, browsing, streaming and entertainment signals with an advertiser's own customer data.

The difficult part is strategy. A broad in-market audience can bring scale but weak differentiation. A narrow first-party segment can bring relevance but limited reach. A custom Amazon Marketing Cloud audience can answer a precise question, but only if the logic, lookback window and exclusions are sound.

This guide explains how to build a practical Amazon DSP audience strategy across prospecting, consideration, conversion and retention. It also covers the 2026 product transition from Amazon DSP to Amazon Ads Agent and DVA+.

Quick answer: Start with the business outcome, not the audience menu. Use Amazon shopper and in-market signals to find relevant demand, first-party data to recognize customer relationships, and Amazon Marketing Cloud to create custom logic when standard segments are not enough. Keep each signal family in a separate test cell before combining them.

2026 naming update: Amazon DSP is now part of Amazon Ads Agent

Amazon says the programmatic capabilities previously associated with Amazon DSP are now available through Display, Video, and Audio campaigns, or DVA+, with advanced settings in Amazon Ads Agent.

The audience strategy remains relevant. Amazon states that existing audience segments, campaign settings and performance history carry forward. The same audience signals continue in the new buying experience.

In this article, “Amazon DSP” describes the established programmatic buying capability and the search term advertisers still use. The current interface may appear as Amazon Ads Agent, DVA+ or the legacy Amazon DSP experience, depending on market and account access.

Current access note: DVA+ with advanced settings is available to limited advertisers in the US. Amazon says advertisers in several other markets that previously used Amazon DSP continue to see the Amazon DSP experience. Confirm the interface and controls available in your account before finalizing a campaign design.

The 4 layers of an Amazon audience strategy

A strong plan usually uses 4 audience layers. Each answers a different question.

Audience layer

Question it answers

Primary use

Amazon Audiences

Who shows relevant shopping, browsing, streaming or entertainment patterns?

Prospecting and scale

In-market signals

Who appears to be actively considering a category now?

High-intent prospecting

Advertiser Audiences

Who is already known to the brand?

Retargeting, suppression, retention and CRM-stage messaging

AMC custom audiences

Which combination of exposure, engagement and advertiser data defines a valuable group?

Advanced segmentation and activation

Do not collapse all 4 layers into one audience at launch. Separate them so you can learn which signal family adds reach, quality or efficiency.

What Amazon shopper signals can tell you

Amazon describes its audience capability as using billions of proprietary signals to help advertisers reach relevant audiences on Amazon and beyond. Its audience page highlights shopping, browsing and streaming behavior. DVA+ materials also reference purchase, streaming and entertainment insights from more than 300M Amazon customers.

These signals can help reveal:

  • recent category research and consideration;

  • product and brand affinities;

  • repeat purchase patterns;

  • related category relationships;

  • content and streaming interests;

  • differences between existing demand and new demand.

They do not reveal a person's guaranteed next action. Audience membership is a planning and activation signal, not a promise of conversion.

Use category adjacency carefully

A brand does not need to target only the most obvious category. A travel advertiser might test luggage, travel accessories and destination-content signals. A financial services advertiser might test home improvement or business equipment categories when those patterns support a defined product use case.

Adjacency should come from a hypothesis, not guesswork. Write down why the signal should predict demand and what result would prove or reject the idea.

How to use in-market audiences

In-market audiences are designed to reach people showing recent signals consistent with active category consideration. They usually sit closer to a purchase or decision window than broad lifestyle or interest audiences.

Use in-market segments when:

  • the product has a clear category and active research stage;

  • the decision cycle is short or medium length;

  • the campaign needs efficient prospecting rather than maximum reach;

  • creative can speak directly to comparison, proof or action;

  • conversion or qualified-lead measurement is available.

Use broader audience types when the brand needs to create demand before someone enters an active purchase window. Lifestyle and interest signals can support awareness, education and future consideration.

In-market does not always mean incremental

High-intent groups may include people who were already likely to convert. That can produce strong attributed results without proving additional sales. Pair in-market activation with new-to-brand analysis, customer suppression, holdouts or another incrementality method where possible.

Standard audience types and their strategic roles

Exact segment names and availability vary by account, country and campaign type. Use this framework to decide which audience family fits the job.

Audience type

Complex logic that is difficult to validate

Check the live audience catalog before promising a specific segment. Public marketing pages describe the signal capability, while the account interface defines what can be activated today.

First-party data: the control layer

Amazon calls advertiser-owned segments “Advertiser Audiences.” Its audience page says advertisers can onboard their own audiences directly into DVA+ campaigns or through Amazon Marketing Cloud. These audiences can support reach extension, remarketing and optimization.

First-party data improves audience strategy in 5 ways:

  1. Recognition: separate known customers from unknown prospects.

  2. Suppression: stop acquisition media from targeting people who already completed the goal.

  3. Sequencing: change the message by CRM stage, product ownership or recency.

  4. Retention: reach eligible customers with renewal, upgrade or cross-sell campaigns.

  5. Expansion: use valuable seed groups to inform modeled prospecting where supported.

First-party data is not automatically high quality. A customer file can contain duplicate profiles, old permissions, invalid contact data or people outside the campaign market. Source hygiene matters as much as platform matching.

Build first-party segments from business rules

Useful segment examples include:

  • active customers eligible for cross-sell;

  • high-value customers for retention or insight analysis;

  • lapsed customers outside a defined purchase cycle;

  • qualified leads that have not converted;

  • recent purchasers to suppress from acquisition;

  • customers who own product A but not product B;

  • members approaching renewal;

  • unengaged prospects to exclude from expensive media.

Give every segment an owner, a refresh schedule, a clear inclusion rule and a clear exclusion rule. “CRM audience” is not a strategy.

How Amazon Marketing Cloud changes audience design

Amazon Marketing Cloud is a privacy-safe clean room that lets advertisers analyze and build audiences across pseudonymized Amazon Ads signals and their own inputs. Amazon says AMC can combine Amazon properties, advertiser inputs and onboarded third-party provider signals.

AMC can build custom audiences from engagement records, conversion events and segment information. Those audiences can be activated across eligible sponsored ads, video and display campaigns.

When to use AMC audiences

Use standard Amazon Audiences first when they answer the brief. Move to AMC when the use case needs more precise logic, such as:

  • people exposed to streaming TV but not display;

  • people who saw 2 or more ads but did not convert;

  • customers who purchased in one category but not a related category;

  • high-value customers combined with recent ad engagement;

  • existing customers to exclude from an acquisition campaign;

  • prospects whose exposure sequence suggests a need for a new creative message;

  • custom recency and frequency windows that standard segments do not provide.

Amazon recommends exploring standard audience options first, then using AMC for more sophisticated cross-source, cross-media or bespoke use cases. AMC uses privacy thresholds and returns aggregated, anonymous outputs. It accepts pseudonymized advertiser inputs, not raw personal information.

Retention

Active, lapsed, renewal and product-ownership segments

Repeat purchase, renewal, upgrade, lifetime value

Do not ask one audience to do every job. A broad streaming-affinity audience should not be judged by the same short-term CPA target as a qualified-lead retargeting segment.

A 3-cell testing structure

Use a simple structure before building dozens of audience lines.

Cell 1: Amazon signal prospecting

Test one clear shopper, interest or in-market hypothesis. Use prospecting exclusions so known converters do not distort the result.

Cell 2: Advertiser first-party

Activate an eligible CRM segment for retention, reactivation or conversion. Keep the business rule stable during the test.

Cell 3: Broad or contextual control

Use a broader eligible audience or contextual strategy to understand whether narrow signal targeting adds value beyond reach and media placement.

Hold creative, market, format and measurement settings as consistent as possible. The goal is to learn what the audience contributes.

Overlap, suppression and exclusions

Audience overlap can make 3 line items look different while reaching many of the same people. That creates internal competition and weakens the comparison.

Before launch:

  • exclude recent converters from acquisition;

  • separate existing customers from net-new prospects;

  • create a priority order when someone belongs to multiple CRM stages;

  • use mutually exclusive test cells where the platform and audience size allow it;

  • review audience reach after exclusions;

  • document which segment wins when rules conflict.

Suppression is often more valuable than another targeting layer. It protects budget, reduces repetitive messaging and makes new-customer reporting more credible.

Match the creative to the signal

Audience relevance does not compensate for generic creative. Use the signal to choose the message, not to make unsupported personal claims.

Signal

Creative job

Example angle

Broad lifestyle or interest

Create category relevance

Problem, benefit and brand introduction

In-market

Reduce decision friction

Proof, comparison, offer or product detail

Known lead

Move to the next stage

Demo, consultation, application or reminder

Existing customer

Build value

Upgrade, renewal or complementary product

Lapsed customer

Re-establish relevance

What's new, refreshed offer or return message

Avoid copy that reveals or implies sensitive personal knowledge. Audience signals should improve relevance quietly.

Audience strategy for non-endemic brands

Brands do not need to sell products on Amazon to use programmatic audience signals. Amazon says DVA+ is available to brands driving goals beyond Amazon, including leads, subscriptions and site visits, with no Amazon retail presence required.

For travel, automotive, finance, insurance, education and telecom brands, shopper signals can act as indicators of life needs or category interest. The final conversion can happen on the advertiser's own website, app or sales system.

Read the Amazon DSP guide for non-endemic brands for campaign architecture, link-out journeys and off-Amazon measurement.

Measurement: prove the audience, not just the media

Audience reporting should answer 4 separate questions.

  1. Scale: Did the audience produce enough unique reach?

  2. Efficiency: Did it improve cost per qualified outcome?

  3. Quality: Did it generate valuable customers, not only more events?

  4. Incrementality: Did it create outcomes beyond what would have happened anyway?

Track reach, frequency, conversion, value and new-to-brand or new-customer outcomes where available. Use AMC for cross-media paths, overlap, frequency and custom conversion analysis. Use controlled tests or holdouts when the question is causal.

Do not compare 2 audiences only by click-through rate. Amazon programmatic inventory includes streaming TV, online video, display and audio. Each format creates a different response path.

Common audience strategy mistakes

Starting with too many segments

Small budgets spread across many audiences create weak delivery and inconclusive results. Start with a few distinct hypotheses.

Calling every shopper signal high intent

Browsing, entertainment and purchase signals have different meanings. Name the behavior your strategy is actually using.

Skipping customer suppression

Existing customers can inflate attributed performance in an acquisition campaign. Suppress them when the business objective is net-new growth.

Using stale first-party data

A lapsed-customer list that is not refreshed can include recent buyers, opt-outs or people outside the campaign market.

Combining audiences before learning

A large OR-combined audience may deliver, but it cannot show which signal created value. Test separately first.

Ignoring overlap

Multiple segments may reach the same person. Without exclusions or overlap analysis, line-item comparisons can be misleading.

Optimizing only to attributed conversions

Strong attributed performance can come from people already close to purchase. Add new-customer, lift or holdout analysis where possible.

A practical audience planning checklist

  • Define one business outcome for the campaign.

  • Identify the customer stage the media should influence.

  • Write a hypothesis for each audience cell.

  • Confirm live segment availability in the account and market.

  • Separate Amazon Audiences, in-market and advertiser-owned data at launch.

  • Set customer and converter exclusions.

  • Document lookback windows and refresh schedules.

  • Confirm privacy, consent and data onboarding requirements.

  • Map creative to each audience's decision stage.

  • Set reach, frequency and outcome KPIs by format.

  • Plan overlap and incrementality analysis.

  • Decide which result will trigger scale, revision or pause.

Questions to ask an Amazon DSP partner

  • Which audience controls are available in our current interface?

  • Which standard Amazon Audiences fit the business hypothesis?

  • Can we separate in-market, lifestyle and first-party tests?

  • How will advertiser data be onboarded, matched and refreshed?

  • Which fields or sensitive categories are prohibited?

  • How will customers and recent converters be suppressed?

  • Can the team measure overlap and unique reach?

  • When would AMC add value beyond standard segments?

  • Who writes, validates and maintains AMC audience logic?

  • How will performance be compared across streaming TV, video and display?

  • What test can separate attribution from incrementality?

  • How often will the audience strategy be reviewed?

Frequently asked questions

What are Amazon shopper signals?

They are signals derived from activity across Amazon's properties and services, including shopping, browsing, purchase, streaming and entertainment interactions. Amazon uses these signals to inform audience insights and media activation.

What is an Amazon in-market audience?

It is an audience designed around recent signals consistent with active category consideration. Exact segment definitions, recency and availability should be checked in the live account.

Can Amazon DSP use first-party data?

Yes. Amazon describes Advertiser Audiences as a way to onboard advertiser-owned audiences directly into DVA+ or through Amazon Marketing Cloud, subject to access, privacy and onboarding requirements.

What is the difference between Amazon Audiences and Advertiser Audiences?

Amazon Audiences use Amazon's proprietary signals. Advertiser Audiences use data supplied or controlled by the advertiser. A campaign can use both, but their roles and exclusions should be defined separately.

When should advertisers use AMC audiences?

Use AMC when standard segments do not support the required combination of exposure, engagement, conversion and advertiser-owned signals. Start with standard options when the use case is simple.

Do brands need to sell on Amazon?

No. Amazon says DVA+ supports advertisers with off-Amazon goals such as leads, subscriptions and site visits, with no retail presence required.

Are high-intent audiences always better?

No. They may improve attributed efficiency but provide less incremental reach. The right choice depends on the campaign stage, conversion cycle and measurement plan.

Final takeaway

An Amazon DSP audience strategy works best when each signal has a clear job. Shopper and in-market signals find relevant demand. First-party data recognizes customer relationships. AMC builds custom logic when the standard audience menu is not enough.

Keep the first test simple, apply exclusions, match the creative to the customer stage and measure quality as well as attributed volume. Scale the audiences that create new business value, not only the ones that collect the easiest conversions.
