What is cookieless advertising?
Cookieless advertising is the practice of targeting, measuring and optimizing digital ads without relying on third-party cookies. It uses signals that do not depend on tracking people across sites: page context, first-party data shared with consent, privacy-safe identifiers, platform login data and aggregated measurement. It applies to web, app, CTV and retail media.
Third-party cookies have not disappeared. Google decided in 2025 to keep them in Chrome, but Safari and Firefox block them by default, apps and CTV devices never relied on them, and consent rules in regions like the EU limit their use. A large share of impressions is already effectively cookieless.
How cookieless advertising works
Advertisers replace cookie-based tactics with a mix of approaches:
Context:contextual targeting places ads next to relevant content based on page or video topic, keywords and sentiment, with no user ID needed.
First-party data: customer lists, site visitors and CRM records collected with consent, matched to platforms through hashed emails or a data clean room.
Alternative IDs: frameworks such as Unified ID 2.0 build an encrypted identifier from a hashed, consented email address.
Logged-in ecosystems: platforms with signed-in users, like retail and streaming services, target based on their own data.
Modeled measurement: conversion modeling, incrementality tests and media mix models fill gaps left by missing cross-site tracking.
No single method replaces cookies on its own. Contextual targeting scales well but knows nothing about the individual user. First-party data is precise but limited to people you already know. Alternative IDs only cover logged-in traffic. The strongest setups layer all of them and judge results with aggregated measurement.
Why cookieless advertising matters
If a campaign depends only on third-party cookies, it cannot see a large part of the audience: Safari users, most in-app traffic, CTV viewers and people who decline consent. That means smaller reach, weaker frequency control and attribution that undercounts results.
Building a cookieless setup now has practical benefits:
Reach on browsers and devices that cookie-based audiences miss.
Less exposure to future browser, regulatory or consent changes.
More durable assets, since first-party data belongs to you rather than a vendor.
Measurement based on experiments rather than fragile user-level paths.
Cookieless advertising vs cookie-based targeting
Cookie-based targeting follows a browser across sites to build profiles and retarget. Cookieless advertising either targets the moment, such as context, location and device, uses data the advertiser or platform owns directly, or relies on consented IDs. In practice most campaigns today use both: cookies where they are available and allowed, and cookieless signals everywhere else.
Cookieless advertising with AdGeeks
AdGeeks builds campaigns that do not depend on a single identifier. On DV360, Amazon DSP and Adform, our traders combine contextual targeting, first-party audience uploads and each platform's own signals, then measure with conversion data and controlled tests. The goal is reach and reporting that hold up across Chrome, Safari, apps and CTV.
